It was pretty easy to program the key-less remote after watching a video on YouTube.
The problem I've encountered is no one wants to cut the key for me. Every locksmith claims it violates their agreement or that they don't have the ability to. When I let them know I've programmed the key and just need it cut they think I'm up to something "shady" even though I possess the title, license, and registration.
I hate to say this but unless you know you can get this cut where you live, I recommend letting Toyota bend you over backwards and pay more to get it all done in one spot at one time. It really is a scam how much the dealer will charge you to program the remote since it takes all of 30 seconds, but it sure beats spending a month trying to find someone to cut the damn key.
